Following public consultation, the original proposal NDP-S020 has now been submitted as 2 separate propositions.
  1. NDP-S020a - Additional renewable energy and waste management facilities.
  2. NDP-S020b - Residential and employment opportunities (unspecified number of dwellings).
The first proposition is largely unchanged from the original submission.

The second proposition was tabled in outline at the public review meeting NDP-C002.

Q. The business of your clients is renewable energy and yet your responses to our call said that your clients couldn't be specific about what they proposed as they didn't know what technology and policy options might become available over the lifetime of the plan. If they are experts why don't they know and how come they are able to invest for a 25 year lifetime if they don't know?

A. The Government is regularly changing tariffs and technology - particularly for solar energy is changing rapidly. We believe that this site should be registered as a site for renewable energy generation in your plan and we will then produce applications which make sense within the policy and technology framework at the time.

Q. With respect you don't know this area at all. The existing developments on the airfield have decimated the local wildlife and ruined the landscape. What would be the environmental impact of any new proposals?

A. We have no evidence that the developments so far have negatively affected the wildlife. We do have plans in place for additional hedging and planting to improve the environment and have planted many trees so far as part of the existing planning consents.

C. As I said you don't know the area, all of the tree planting done so far on the site has died and there are no signs it is being replaced.

Q. So are you actually proposing houses as well as industrial units on this site? This wasn't what you originally said when you responded to the call for aspirational sites

A. We have no specific plans at this stage but having studied the other proposals for Chelston Rise, we believe that they would benefit from a larger critical mass with additional infrastructure and local workplaces within the immediate vicinity to become a viable and sustainable community. We are therefore offering our site now for consideration. It offers the opportunity to create a viable and sustainable community with the necessary critical mass and infrastructure nearby.
