| General discussion on site: NDP-S013 Cllr Dale explained that in addition to being an aspirational site, this was now a live planning application - 11/00654/OUT which would be considered by the Parish Council on Monday 10th February 2014. All comments made at this consultation meeting would be used by the Council to help determine its formal response to the application. Unless otherwise stated, answers or responses were from Cllr Adrian Dale, taking a Parish Council perspective. I am particularly concerned that we should find a way to prevent parking on the road outside the proposed houses opposite the memorial. This would be just as dangerous as the articulated lorries that currently cause problems. (A. We can consider yellow lines.) Will the houses along the frontage be walled off like Cornerhouse Cottages? I don't think that would look right. It needs to be open or just a small wall at the pavement boundary. (A. The current plans show railings to the front.) What materials will be used? (A. The plans suggest buff coloured brick.) Some of the residents in the meeting would prefer natural stone like Cornerhouse Cottages - others suggested that red brick would be fine as long as the quality was good. What is happening to the trees in Foot Lane? (A. Cllr Melvyn Wooding - They are staying, there is a Tree Preservation Order on them.) Could there be a roundabout at the entrance to slow down traffic coming down the hill. (A. There is probably not the space for this and there is already a legal entrance at the point proposed. Other than the problems with lorries, no safety issues have been raised about this entrance.) Can't there be an in and out access using Foot Lane? A. from resident If they propose using Foot Lane for any vehicle access, I'll vote against the proposal. It is fine as proposed. What is the triangle of land to the right of the fence by No. 6 (A. The status of this land was debated in the meeting, it is believed to be part of the highway.) Isn't this too many houses for this site? (A. Actually at just over 1/4 hectare, this is about right for smaller more affordable properties and is less than the density of Cornerhouse Cottages. Some of the schemes previously considered had more houses on it.) The culvert under JST takes most of the water running off the airfield and so it is essential it is handled properly, especially given the developments on the airfield. (A. This is a very good point. The balancing pond and drainage system on the airfield is currently being upgraded and both the Parish Council and District Council monitor the gratings along the course of the brook to keep them clear. We don't want any properties flooded in this area. The Environment Agency and County Council do recognise the flood risk in this area.) I am concerned that plot 1 is too close to the boundary wall with Hawthorn House and this will make maintenance difficult. I will be raising this in my comments on the application. If JST vacate the site, we need to be careful how the site is looked after before development starts. It could be a magnet for fly tippers. |
