The proposed allocation of site NDP-S001 is welcomed and we look forward to dialogue with the community on how high quality new homes can be delivered should the plan be adopted.

The main concern with regard to the emerging plan is the phasing of this site for release post 2025/26 over 10 years away. The scheme is modest in scale and it is unclear why it could not be developed earlier.

The suggested timing creates uncertainty in terms of how the site is utilised and managed during the period to 2026. As acknowledged elsewhere in the Plan there is an opportunity to improve the street scene and help with traffic calming on Bidewell Lane through the access design. Earlier delivery of the site could therefore help with early delivery of these benefits for existing and new residents.

It is suggested that the phasing of the site to post 2026 be deleted from the Plan.

Following public consultation, the land owner has now submitted a revised proposition for this site: NDP-S001. The proposition is largely unchanged from the previous version and is for up to 6 high quality homes.

C. It is really important that the Duchy engages properly with us. Their redevelopment of Duchy Farm has started a ball rolling which could change the character of Caldecott completely - we need to ask them to reply within a very short time frame.

A. Again the Duchy apologises for a lack of engagement so far but hopes that the answers now provided are useful at this stage.

C. Bidwell Lane is called a lane for a reason, with all this building proposed it would need to be widened properly to a full width 2 lane road and would then become a street. Is this what we want?

A. The Duchy is not convinced that widening the road is necessary for the small developments proposed and indeed believe that Bidwell Lane should remain a small country lane.

C. Bidwell Lane is already a rat run taking much more traffic since the re-opening of Chelston Rise. The road is just not big enough for more traffic. If it was made wider then this could actually make the problem even worse.

A. The Duchy agrees that the road should not be widened as this would encourage through traffic rather than traffic to serve the properties and businesses along Bidwell Lane.

Q. Who would oversee proposed development - would it be the Duchy or would they sell the whole field to a developer who would then probably try to come back and argue for the whole field to be developed.

A. The Duchy is not in a position to say how it would manage the development of the site at this stage but is clear that they are only proposing the development of the front 1/3 of the site which is approximately 1acre (confirmed by Google Maps measurement)

Q. What exactly is meant by "high quality" dwellings. This is a sensitive site near a listed building and it is very important to be specific on type and materials being proposed.

A. The Duchy believes that this site would be best suited to a very small number of high specification dwellings on large plots to complement the Duchy farm development. It is too early in the process to be more specific but it would be in everyone's interest for any properties to be in keeping with what is already there.

Q. With the number of houses being proposed along Bidwell Lane, will any consideration be given to the upgrading of the road. At the moment it is very narrow and there are no footways. Who would pay for this?

A. The Duchy would not consider upgrading the road other than what was required by the Highways Authority as part of any application. It is a country lane at the moment and changing it from a lane to a wider road would change the character of the Village. The road near the barns is wider anyway and shouldn't be a problem. It could accommodate a footway outside the proposed development if required. Consideration could be given to passing places further down the road but as other comments have pointed out, improving the road would encourage greater use of it.

Q. As the Duchy of Lancaster are not present and have so far not answered questions put to them, how can residents form an opinion on what might be proposed. There is currently a lack of detail.

A. The Duchy apologises for not engaging fully so far, one of the internal land agents responsible left the organisation and hasn't yet been replaced. The Duchy has not done any detailed work on this proposal and probably won't do any further work at this stage other than to register that this is a site that could be developed if it is accepted in the Neighbourhood Plan.
