| Following public consultation, the land owner has now submitted a revised proposition for this site: NDP-S013. The proposition is largely unchanged from the previous version. Outline plans have been submitted, showing 9 dwellings. A mixture of 2/3 bedroomed properties of various designs have been proposed. | |||

| Extracted from: NDP-0171 Of all the proposals the only one that received almost universal support was for houses on the JST site (NDP-S013) and indeed if adopted would meet a large percentage of the desired increase in houses proposed from the village survey. The issue here is the assumption that JST will leave in the next five years. From the comment's of Jason Kew (JST) at the meeting, this would seem highly unlikely, because of the current state of land prices and the current site is potentially very expensive to develop. As a result we do not feel that as a village community we should rely on the development of the JST site to meet our development wishes. However, if it did happen, it would certainly be an improvement over the current use of the land. and would provide a unique opportunity to define the character of the centre of Chelveston one aspect of which is to insist upon stone facing at least to the roadside house in the proposed development. |

| General discussion on site: NDP-S013 Cllr Dale explained that in addition to being an aspirational site, this was now a live planning application - 11/00654/OUT which would be considered by the Parish Council on Monday 10th February 2014. All comments made at this consultation meeting would be used by the Council to help determine its formal response to the application. Unless otherwise stated, answers or responses were from Cllr Adrian Dale, taking a Parish Council perspective. I am particularly concerned that we should find a way to prevent parking on the road outside the proposed houses opposite the memorial. This would be just as dangerous as the articulated lorries that currently cause problems. (A. We can consider yellow lines.) Will the houses along the frontage be walled off like Cornerhouse Cottages? I don't think that would look right. It needs to be open or just a small wall at the pavement boundary. (A. The current plans show railings to the front.) What materials will be used? (A. The plans suggest buff coloured brick.) Some of the residents in the meeting would prefer natural stone like Cornerhouse Cottages - others suggested that red brick would be fine as long as the quality was good. What is happening to the trees in Foot Lane? (A. Cllr Melvyn Wooding - They are staying, there is a Tree Preservation Order on them.) Could there be a roundabout at the entrance to slow down traffic coming down the hill. (A. There is probably not the space for this and there is already a legal entrance at the point proposed. Other than the problems with lorries, no safety issues have been raised about this entrance.) Can't there be an in and out access using Foot Lane? A. from resident If they propose using Foot Lane for any vehicle access, I'll vote against the proposal. It is fine as proposed. What is the triangle of land to the right of the fence by No. 6 (A. The status of this land was debated in the meeting, it is believed to be part of the highway.) Isn't this too many houses for this site? (A. Actually at just over 1/4 hectare, this is about right for smaller more affordable properties and is less than the density of Cornerhouse Cottages. Some of the schemes previously considered had more houses on it.) The culvert under JST takes most of the water running off the airfield and so it is essential it is handled properly, especially given the developments on the airfield. (A. This is a very good point. The balancing pond and drainage system on the airfield is currently being upgraded and both the Parish Council and District Council monitor the gratings along the course of the brook to keep them clear. We don't want any properties flooded in this area. The Environment Agency and County Council do recognise the flood risk in this area.) I am concerned that plot 1 is too close to the boundary wall with Hawthorn House and this will make maintenance difficult. I will be raising this in my comments on the application. If JST vacate the site, we need to be careful how the site is looked after before development starts. It could be a magnet for fly tippers. |

C. Firstly, I'd like to say that I have no overall problems with this proposal. It's the most sensible of the ones we've seen. But I have got three points I want to make.

| C. This development is exactly what the Village needs. My only comment is on the parking provision. We have a serious issue with parking in the Village and more spaces may be needed internally to accommodate visitors and two cars per house. A. We will do whatever is needed and is allowed by policy. Our architect has advised us that there are some restrictions on the numbers of spaces that can be provided per house. (Comment from Cllr Adrian Dale) Parking is such an issue for the Village that our Neighbourhood Plan is likely to include a specific policy which requires the provision of more parking spaces than historically allowed. |

| Q. What are your timescales for moving? A. If we could, we would move tomorrow! This location isn't ideal for our business and we recognise that it isn't good for the Village. We obviously need to find another location to run the business and the finances need to be right for us to move. Land values have been poor in recent years but are beginning to pick up now. |

| Q. Are there still fuel tanks under the forecourt? A. We believe so and think that they will need to be removed during the development. (Comment from Cllr Adrian Dale) The tanks were found to be leaking many years ago with water getting into the fuel. This was one of the reasons for the garage closing. |

| C. For residents in Foot Lane, this is the best scheme yet for the site and I have no issues with it. Q. Can you confirm it is just pedestrian access to the dormer bungalow? A. Yes, the existing vehicle access to our site off Foot Lane would be closed off and no additional traffic will use Foot Lane. |

| Q. Your plans show a fence down Foot Lane. Ideally it would look best with a low stone wall and a fence along the top to finish off the site. A. This level of detail hasn't been fully considered yet, but we are open to suggestions. |

| Q. You will be redeveloping and closing in the culvert under the site according to the plans. Will you be extending this work as far as Foot Lane at the point before it passes under the road? At the moment, there is an open section which accumulates debris and risks blocking up the pipe under the road. A. We are aware of the problems and will be very happy to work with Highways and East Northamptonshire Council to do the right thing for this. Obviously the culvert is not our responsibility once it is outside our boundary, but we agree that the job needs to be done properly to protect both the new properties and the existing ones on Foot Lane. |
